Smart Specialisation WG meeting: Regional innovation and competitiveness in the next MFF post-2027

Following the publication of the European Commission's legislative proposals for the next EU long-term budget 2028–2034 (MFF post-2027) in July, this ERRIN Smart Specialisation Working Group meeting will offer an opportunity to discuss the proposal for National and Regional Partnership (NRP) Plans and the role of Smart Specialisation Strategies (S3) in this context. The event will also explore the role of Strategic Technologies for Europe Platform (STEP) as the model for addressing competitiveness across future funding programmes. Finally, we will also use the meeting to introduce and discuss the ERRIN paper on the future of S3 as well as the next steps of ERRIN’s contribution to the MFF debate and the open consultation.

The meeting will take place on 25 September from 15:00–17:30 in person at the ERRIN premises. Logged-in ERRIN members may find the draft agenda attached.

ERRIN actively fosters discussions around the future of cohesion policy, smart specialisation and its links with R&I. Most recently, the ERRIN Smart Specialisation WG organised a peer-learning event on the future of S3 on 13 March 2025 and accompanying member consultation. These paved the way to drafting a network paper on the topic that will be discussed on 25 September.

Looking at MFF post-2027 developments, on 2 September 2025 from 10:00-12:30, the ERRIN Policy WG will also hold an internal in-person member exchange to discuss the Commission proposals and collectively plan related follow-up activities, particularly with regard to FP10 and ECF, as well as cohesion and S3.
