Additional measures to mobilise investements and resources - CRII+

To complement the Coronavirus Response Investment Initiative, the Commission has announced a new, complementary package. The Coronavirus Response Investment Initiative Plus (CRII+) package introduces flexibility to ensure non-utilised support can be enacted. 

The flexibility is provided through the three cohesion policy funds (the European Regional Development Fund, European Social Fund and Cohesion Fund), transfers between different categories of regions and through thematic concentration. Additionally, there will be the possibility for a 100% EU co-financing rate for cohesion policy programmes for the accounting year 2020-2021. This will allow member states to benefit from full EU financing for crisis-related measures. 

The CRII+ package simplifies the procedural steps linked to programme implementation. It also provides support by changing the rules for the Funds for European Aid to the Most Deprived, meaning that it will be possible to deliver food and basic material assistance through electronic vouchers. 

The European Maritime and Fisheries Fund (EMFF) is also implicated in the CRII+, as further flexibility in regards to the reallocation of financial resources will be made.
