Hydrogen Valleys: applications open for 2nd Call for Project Development Assistance
The Clean Hydrogen Partnership has officially launched the second Call for Project Development Assistance (PDA), offering a valuable opportunity for regions and project developers to advance their Hydrogen Valley initiatives towards final investment decision (FID).
Up to 13 Hydrogen Valleys from EU Member States and countries associated to Horizon Europe will benefit from tailored expert support. This support is designed to strengthen projects across commercial, technical, regulatory and governance aspects, helping to de-risk investments and accelerate implementation.
The call includes three programme lines:
PDA Light (6 weeks) – up to 4 projects: for early-stage Hydrogen Valleys to develop a pre-feasibility concept
PDA Light (6 weeks) – up to 4 projects (EU13 countries): dedicated support for early-stage projects
PDA Plus (12 weeks) – up to 5 projects: for more mature projects, offering modular assistance and a detailed roadmap towards FID

This second call builds on the successful first wave of PDA support (2025-2026), which supported 15 Hydrogen Valleys across Europe. ERRIN members already had the opportunity to explore key insights during the Energy & Clean Transition Working Group and S3 Hydrogen Valleys Partnership meeting on 12 March. To further support applicants, the Clean Hydrogen Partnership will organise virtual info days in mid-May, covering benefits, eligibility criteria and application details (registration information to follow).
