The importance of a place-based approach: First Mediterranean Forum on climate adaptation highlights local action and regional cooperation

Organised under the EU Mission on Adaptation to Climate Change, the first Mediterranean Forum on Adaptation was held in Bologna on 19 June 2025, gathering more than 160 participants. Co-hosted by the Emilia-Romagna Region and the City of Bologna, the forum emphasised the importance of advancing adaptation planning in areas already experiencing the effects of climate change.

In their opening remarks, regional president Michele de Pascale and Bologna’s mayor Matteo Lepore presented Emilia-Romagna as a living laboratory for multi-level governance, citizen engagement and targeted investment.

European Commission Executive Vice-President Raffaele Fitto reinforced their vision in a video address, in which he highlighted how the region’s experience can inform broader EU support for other Mediterranean territories.

A high-level panel chaired by Elina Bardram of the European Commission emphasised the crucial role of local leadership, supported by regional collaboration.

Speakers from across the Mediterranean shared insights from their respective contexts, stressing the importance of political commitment and community-led strategies in building climate resilience.

Throughout the day, three interactive sessions explored key dimensions of adaptation. The first session focused on financing resilience, with the European Investment Bank, Cassa Depositi e Prestiti and regional partners presenting innovative funding models. The second session examined citizen engagement, highlighting local initiatives from Bologna, Marseille, and the European Climate Initiative that demonstrated how communities are shaping adaptation strategies and fostering more inclusive climate governance. The third session focused on scale preparedness, showcasing case studies from across the Mediterranean that highlighted the benefits of coordinated regional efforts in addressing common climate risks.

The forum concluded by reaffirming the need for place-based, targeted adaptation strategies and underscoring the ongoing importance of peer exchange and knowledge sharing within the Mission Community.
