In an effort spearheaded by ERRIN and EURADA, twelve European networks have co-signed an Open Letter calling on the European Commission, the European Parliament and the European Council to safeguard and reinforce Smart Specialisation Strategies, and protect multi-level governance in the next MFF post-2027. The letter includes practical recommendations to ensure European competitiveness and cohesion.
ERRIN has finalised its amendment proposals to the future Horizon Europe - covering both the Regulation and the Specific Programme - as well as to the European Competitiveness Fund, following an extensive co-creation process with our members. The proposals outline concrete suggestions to better embed the territorial dimension in the future funds and strengthen support for territorial innovation ecosystems across Europe.
In November, ERRIN submitted three input papers to the European Commission on the next Multiannual Financial Framework (MFF) 2028–2034 proposals, covering the future Horizon Europe, the European Competitiveness Fund and National and Regional Partnership Plans. ERRIN’s key message is that the next MFF must deliver a coherent, place-based and innovation-driven framework where these programmes work in synergy to strengthen territorial innovation ecosystems and support societal transformation.
On 14 October, ERRIN Director Pirita Lindholm participated in a high-level roundtable at the European Parliament titled “Unifying European R&I for Global Leadership and Competitiveness – Widening in the next Framework Programme”, hosted by MEP Eszter Lakos. The event brought together EU policymakers, Member State representatives and R&I stakeholders to discuss how Europe can close the innovation gap and strengthen its global competitiveness through inclusive research and innovation policies.
While the Commission’s proposal for the Multiannual Financial Framework (MFF) 2028–2034 sets out an initial framework, many details remain open and will be shaped in the coming negotiations. At this decisive stage, ERRIN is actively advocating for a place-based, ecosystem-driven approach in the future EU R&I funding – through member exchanges, co-created consultation responses, and ongoing dialogue with EU policymakers. This article outlines ERRIN’s ongoing contribution to the debate on the future of R&I funding post-2027 and highlights how members can play an active role in ERRIN's work on shaping the next MFF.
On 16 July, the long-anticipated proposal on the next EU long-term budget - Multiannual Financial Framework post-2027 was presented by the European Commission. The proposal outlines the shape of the EU funding for the 2028-2034 period, putting forward, among others, a new single European Fund for economic, social and territorial cohesion, agriculture and rural, fisheries and maritime, prosperity and security; European Competitiveness Fund; and Horizon Europe.
