S3 Strategy

The Smart Specialisation Strategy of Cherkasy region (adopted by the Regional Council on 11.09.2020, №38-9/VII) focuses on two key areas identified through analytical research by the European Commission’s Joint Research Centre and regional expert groups:

1. Innovative agrotechnologies and high-quality food production – The agri-food sector demonstrates strong specialisation and a significant share in the regional economy, contributing substantially to the Gross Regional Product with stable growth dynamics.

2. Development of the IT sector and ICT – The region shows dynamic growth and scalability in the ICT field, supported by a strong local IT community (e.g., Cherkasy IT Cluster) and universities providing relevant education. The updated draft of the Strategy (aligned with amendments to the State Regional Development Strategy as per CMU Resolution №940 from 13.08.2024) retains these core priorities with slight adjustments recommended by the Ministry for Communities and Territories Development of Ukraine. The region continues to build on its competitive advantages in agri-innovation and ICT to foster sustainable and inclusive economic development.
