Online Q&A session: application modalities for the open C3 call – Circular City Centre programme of the European Investment Bank

New C3 call launched, deadline for applications 30 June 

A new call for the Circular City Centre - C3 advisory programmes is now open until 30 June. Led by the European Investment Bank (EIB) and co-funded by the European Commission as part of the Circular Cities and Regions Initiative (CCRI), C3 offers EU cities and regions a practical opportunity to turn circular economy ambition into real strategies, impactful projects and quicker pathways to financing and implementation.

Why does this matter? The circular economy can help cities strengthen resilience, improve resource efficiency, cut pollution, support climate neutrality, unlock new economic opportunities and build long-term urban prosperity. For many cities, it is also a practical route to tackle pressing challenges around housing, construction, mobility, water, food, public services and local industry.

To support cities in this transition, C3 offers two advisory programmes:

  • The Circular City Advisory (CCA) programme: Supports cities at all stages of the circular transition through a series of four workshops. Cities can develop either a circular strategy, a project pipeline or a specific circular project towards financing and implementation.
  • The Circular Project Advisory (CPA) programme: Offers tailored advisory support for public promoters to develop relatively mature projects (>20 million) towards financing and implementation.

For municipalities, participation in the programmes is free of charge. The programmes are delivered by experts from the EIB and the organisations Circle Economy, Arup, ICLEI and ECORYS.

By applying, your city or region can join the C3 group of 58 cities across 20 EU countries already participating in C3 programmes, including Bratislava, Bruges, Madrid, Malmö, Prague, Riga and Turku. As one CCA2 programme participant described it: 'The CCA programme provided exactly a space to think systemically, learn from peers and access expertise […]. It complemented our needs not by offering ready-made solutions, but by equipping us with the conceptual tools and practical references to build our own'.

To apply for participation in one of the programmes, please complete the Expression of Interest form for the CCA or CPA programme and send it to C3@eib.org and cca-info@circle-economy.com before 30 June.
