The European Commission is proposing the creation of a Digital Green Certificate in order to facilitate safe free movement inside the EU during the pandemic. The certificate will serve to prove if a traveller has been vaccinated against COVID-19, has received a negative test result or has recovered from COVID-19. 

The certificate will be free of charge and available in a digital or paper format, with a QR code used to ensure its security and authenticity. A gateway will be built to ensure all certificates can be verified across the EU.
