ERRIN and POLIS amendments to the TEN-T regulation

The EU’s new approach to Urban Nodes promises to support the development of the TEN-T and the role of cities and regions. However, amendments to the legislation are still needed.

In October 2022, ERRIN-POLIS opinions on the revision of the TEN-T regulation have been shared with the TRAN Committee of the European Parliament. Both opinions aim to “strengthen urban nodes and innovation to enhance the capacity, sustainability, and competitiveness of European urban transport”. 

They are both based on ERRIN and POLIS experience as regional and local actors in the implementation of the TEN-T regulation and set out key messages for the common provisions on urban nodes. 

Following the first opinion paper which was published in May 2021 as a response to the consultation on the TEN-T revision, ERRIN and POLIS have released proposals for concrete amendments to the legislation concerning the definitions and the requirements for urban nodes (e.g. the concept of a functional urban area, the SUMP requirements, the data collection).

These amendments have been welcomed by the TRAN committee who published its draft report on the revision of the TEN-T regulation on 26 October. The draft report led by MEPs Barbara Thaler (EPP) and Dominique Riquet (Renew Europe) makes progress on the provision for urban nodes and proposes, for instance, to broaden the definition of urban nodes to include the functional urban area.  

Interinstitutional negotiations between the European Commission, the European Parliament, and the Council - which adopted its common position (general approach) on 5 December - will take place throughout 2023.
