ESPON Call for Tenders for Targeted Analysis “Adapting European Cities to Population Ageing: Policy challenges and best practices (ACPA)”

Adapting European Cities to Population Ageing: policy challenges and best practices (ACPA) will be a study on the effectiveness and territorial impact of urban ageing policy in eight European cities and city regions. The project will look at how ageing is experienced in each territory and how it is affected by pressures arising from social exclusion, spatial inequality, migration, and social mobility. The study will be funded by the ESPON programme and it is the result of a proposal submitted to the ESPON Secretariat by Greater Manchester together with the cities of Nantes, Amsterdam, Oslo, Barcelona, Zaragoza, Gothenburg and Twente. ESPON and the 8 cities are now looking for an expert research team to undertake the study. The main outcome of this service will be an investigation of the effectiveness of policies and initiatives to develop age-friendly cities and concrete initiatives that support “ageing in place” in eight contrasting European cities and city-regions. It will analyse disparate and divergent as well as common urban-ageing experiences relating to social exclusion, employment and skills, spatial inequality, emerging health and care innovations, transnational migration, and the impact of geographical, social and economic mobility. ACPA’s results will directly feed into the adaptation and development of policies and action plans related to age-friendly cities and social programmes including post-2020 cohesion policy.
