NetZeroCities supports the EU Mission 'Climate-Neutral and Smart Cities', which selected 112 Mission Cities to reach climate neutrality by 2030. Its second objective is to help allEuropean cities ('Mission-minded cities') follow suit and reach climate neutrality by 2050. In this context, NetZeroCities has a list of services open to all cities that include:
Climate Neutral and Smart Cities Self-Assessment Tool– A novelty in the NetZeroCities Portal, consisting of multiple questionnaires to help evaluate a city's readiness, capacity, and pathways for achieving climate neutrality, and to identify where to strengthen ambition and action.
NetZeroCities Technical Helpdesk– Provides free, personalised, on-demand support to help cities across key urban domains (e.g. energy, mobility, built environment, circular economy, climate adaptation). Support includes step-by-step onboarding to the Mission Platform and one-to-one consultations tailored to the local context. Here is the request form to submit a request.
Online Planning Lab–A free online course to equip local authorities with the knowledge and tools to develop systemic action plans for climate neutrality. The current edition launched on 3 September 2026. It combines on-demand content that can be followed at each participant's own pace and live interactive sessions to reflect and exchange with peers from different municipalities. Participants also receive formal certification by NetZeroCities and Universidad Politécnica de Madrid. Signing up is still possible here.
Online Discussion Groups – A structured online space for Mission-minded cities and Mission Cities to exchange practical experience, discuss implementation challenges and showcase concrete progress on climate action, organised around key thematic areas for decarbonisation. Previous cohorts brought together 180 participants. The next edition will kick off in 2027. You can registere here.
Group Study Visits–Foster hands-on learning between Mission Cities and all other cities, offering the chance to see real-world climate actions in Mission Cities and gain practical solutions. In Fall 2026, 27 Mission-minded cities will visit 10 Mission Cities. Due to the limited number of places available, this service is subject to selection.
National Platforms –Facilitated through national partners, NetZeroCities organiseevents and activities tailored to support local contexts. Cities are encouraged to join existing national groups on the NetZeroCities Portal to keep updated with relevant activities within their own country.
Learning Hub – Brings EU-specific learning resources and programmes in local languages to public administrators, researchers and civil society. It offers systemic, peer-to-peer and collaborative approaches, alongside practical tools and evidence-based cases. The Learning Hub is organised in two categories: Learn at your own pace (topic-specific resources available for consultation at any time) and Learn together (group learning experiences that foster peer exchange and networking).
