ERRIN’s 10 key messages towards the next Multiannual Financial Framework

ERRIN has been actively engaged in the discussions in shaping the next Framework Programme 10 (FP10) and MFF, including through developing comprehensive input papers, organising events and policy dialogues between ERRIN members and EU policymakers and key stakeholders. This includes the work with ERRIN's paper series 'Towards the 10th Framework Programme', developed through a co-creation process with members, highlighting four crucial topics for enabling a place-based perspective in R&I policy and funding: EU Missions, Widening, support to territorial R&I ecosystems and European Partnerships. A key message from these papers is that a standalone FP10 is necessary to ensure a strong research and innovation dimension in the next MFF, putting innovation at the heart of the European economy.

Drawing on this comprehensive paper series, with insights gathered from the 120 regional ecosystems that ERRIN brings together, ERRIN responded to the Commission's consultations based on the following 10 key messages:

  • Adopt a place-based approach for more targeted, high-impact investments
  • Continue pursuing the transformation agenda and the Green Deal objectives
  • Establish a clear support framework for regional research and innovation ecosystems
  • Embed support to place-based R&I ecosystems in FP10 and the Competitiveness Fund
  • Unleash the potential of Smart Specialisation Strategies as a connector between various policy areas
  • Ensure a more inclusive EU R&I ecosystem to close the innovation gap
  • Integrate Widening measures across FP10
  • Maintain strong backing for the EU Missions
  • Strengthen political support and establish a robust governance framework for the EU Missions at the European level.
  • Reinforce the role of regions and regional R&I ecosystems in EU Partnerships

ERRIN urges the Commission to integrate these recommendations into the design of the next MFF. By adopting a place-based approach and ensuring a stronger, more inclusive, and better-connected framework for regional research and innovation ecosystems, the EU can unlock its full potential and drive long-term prosperity.
