Navarra has a dynamic economy and is the 2nd most innovative region in Spain in terms of R&D expenditure (1.91% of GDP in 2012, from which almost 70% was conducted by private firms). S3 Strategy

S3 of Navarra is based on a defined "strategic vision, objectives and principles": Cohesive Navarre; Healthy Navarre; Sustainable Navarre; Industrial Navarre, increasing our productivity with 4.0 technologies. Competitive Navarre, improving the global position of our companies. The S3 is mainly focused in 6 thematic sectors: automotive & mechatronics, renewable energies (mainly onshore), biomedicine, agri-food industry, tourism and creative industries. In order to develop and implement the objectives and sectors, and to monitor the progress made, the S3 Governance model has established 16 “challenges” (for instance, the autonomous mobility”. Each challenge has adopted concrete plans/strategies, describing the responsibility not only from Government but from stakeholders of the triple helix. Each “challenge has a budget revised every 3 years. The monitoring of the “challenges” has been very useful to make the revision of our S3 this year.
