Normandy advances climate adaptation through coordinated governance and regional action

Climate adaptation requires coordinated action across governance levels, from local authorities to European institutions. In the French region of Normandy, this approach is taking shape through a regional strategy that brings together municipalities, public authorities, research organisations and European initiatives to address growing climate risks.

As a partner in the RESIST project, Normandy is working to strengthen climate resilience through a combination of regional planning, stakeholder engagement and practical adaptation measures. The region faces a range of climate challenges, including coastal erosion, flooding, heatwaves and biodiversity loss, requiring action across multiple sectors and territories.

A key element of Normandy’s approach is aligning local and regional priorities with national and European frameworks. Through collaboration with municipalities and local stakeholders, the region is fostering knowledge exchange and supporting the development of adaptation actions that respond to specific territorial needs while contributing to wider resilience objectives.

The experience highlights the importance of multi-level governance in climate adaptation, demonstrating how regional authorities can act as a bridge between local implementation and European ambitions. Through RESIST, Normandy continues to strengthen cooperation, share lessons learned and contribute to building climate resilience across Europe.
