The Smart Specialisation Working Group aims to monitor and contribute to key policy developments related to S3 by enhancing dialogue with relevant EU institutions and stakeholders. The goal is to strengthen the regional perspective in the wider smart specialisation agenda and facilitate the interregional cooperation. The WG actively engages in the debate around shaping the cohesion policy post-2027 and the future of S3. It also follows different interregional collaboration instruments for innovation, their state of play and upcoming opportunities.

The members will learn about CHARTER's results, the first Erasmus+ funded sectoral blueprint that involved six regions to explore the place-based perspective on skills governance from a regional innovation ecosystem’s perspective. On 13 June 2024 from 9:30-12:00, EISMEA and DG REGIO are organising an informative webinar to learn more about the following calls under I3 Instrument (ERDF): Strand 1 - Financial and advisory support for investments in interregional innovation projects, and Strand 2a - Financial and advisory support to the development of value chains in less developed regions. On 19 September 2023, the European Commission published the list of actions that Member States and Associated Countries to Horizon Europe are so far undertaking or planning to undertake in support of one or more of the five flagships of the New European Innovation Agenda, including Flagship 3 closely followed by ERRIN. 20 countries have so far reported 169 actions in total, with their scope ranging from regional, through national to European.

The discussions around the development of the Hydrogen Valleys are gaining momentum with the European Commission's open consultation on the topic. ERRIN submitted an input paper based on its members' needs, challenges, and solutions. This paper outlines how local and regional governments address hydrogen-related challenges and recognises the importance of Hydrogen Valleys as place-based innovation ecosystems bringing together key stakeholders engaged in developing hydrogen solutions.
On 6 September, the European Commission published a matchmaking map showcasing European regions that have so far expressed their interest to become a Regional Innovation Valley (RIV) by applying to the call for Expression of Interest launched in March 2023. The call for EoI is still open for new submissions until 18 September 2023.
All ERRIN members are invited to save the date for the ERRIN Extraordinary General Meeting, which will take place on 16 November 2023 in the ERRIN premises. The meeting is organised to make the necessary changes to the ERRIN Articles of Association and a minimum of 2/3 of the ERRIN members must be represented. Therefore, the engagement of each member is of key importance (participation is possible online for associate members).
The discussions around the future cohesion policy framework post-2027 are gaining momentum with the CoR opinion on the topic currently under consultation. ERRIN submitted written input guided by network members' experiences, kicking off the conversation on the need to explore closer links between cohesion and research & innovation policies. On 19 June, the Commission announced the 151 regions identified as Regional Innovation Valleys following the call for EoI and calls for proposals in 2023. 75 successful regions come from ERRIN members. RIVs will aim to strengthen the regional innovation ecosystems, bridge the innovation gap and improve Europe's overall innovation performance. New calls for proposals under Horizon Europe are expected in 2025.
CHARTER, the European Cultural Heritage Skills Alliance funded by Erasmus+, has released a new report showcasing findings and conclusions from six regional case studies conducted by ERRIN members in the Basque Country (Spain), Sibiu (Romania), Bremen (Germany), Alentejo (Portugal), Tuscany (Italy), and Västra Götaland (Sweden) in 2021-2023. The report synthesises how skills for cultural heritage are integrated into regional development policies and strategies, examining sector-integrated dynamics within these regional ecosystems. The report provides recommendations for developing long-term regional skills policies, enhancing skills governance and strengthening skills intelligence at the regional level through data-driven policies.
A new round of applications for S3 Targeted Support Assignments offered by the S3 CoP is open to provide tailored assistance to regions and Member States with the fulfilment criteria and successful implementation of Smart Specialisation Strategies (S3), considering their specific needs and priorities. Apply as soon as possible - expressions of interest are considered on a rolling basis.
The ERRIN ICT WG wishes to collect ERRIN’s members’ needs, challenges and solutions related to Artificial intelligence in order to answer the CoR stakeholders' consultation, expected in September 2024.
ERRIN is inviting members to contribute input to the candidate Horizon Europe Partnership on Social Transformation and Resilience and the R&I topics that should be addressed by the partnership by 14 June. The four predefined objectives for this new Partnership are social protection and essential services, future of work, education and skills and a fair transition towards climate neutrality.
