The Smart Specialisation Working Group aims to monitor and contribute to key policy developments related to S3 by enhancing dialogue with relevant EU institutions and stakeholders. The goal is to strengthen the regional perspective in the wider smart specialisation agenda and facilitate the interregional cooperation. The WG actively engages in the debate around shaping the cohesion policy post-2027 and the future of S3. It also follows different interregional collaboration instruments for innovation, their state of play and upcoming opportunities.

As discussions around the new cohesion policy framework post-2027 are gaining momentum, this ERRIN S3 WG meeting will focus on the need for closer links with R&I policies. Sari Rautio, member of the Commission’s high-level group on the future of cohesion policy, and Francesco Molica, expert to the CoR President on the thematic CoR opinion, will present their proposals and exchange with members. The event will take place on 27 September from 14:30-16:00 in person at ERRIN premises, with welcome coffee from 14:00.
Science meets Regions aims to boost evidence for policy at local and regional level through various mechanisms: participatory events and innovation camps on specific policy issues, pairing schemes between researchers and policymakers at local level, as well as skills training on working with evidence for policymakers. The closing event on 27-28 September will bring together current and former participants in the project, taking stock of the results but also reflecting on the future of the project.
On 12 September 2023, the Commission is organising an online matchmaking event for territories interested in becoming RIVs. It aims at creating opportunities for participants to meet and connect with a view of responding to the RIVs call for expression interest by 18 September 2023 and/or finding partners for applications to RIVs calls for proposals under Horizon Europe and I3 Instrument by 17 October 2023.

The European Committee of the Regions (CoR) is currently drafting an opinion on the future of cohesion policy post-2027. Representatives of local and regional authorities and other relevant stakeholders are invited for a topical consultation and exchange of views on 13 July from 10:00-12:00 at the CoR premises and online. On 19 September 2023, the European Commission published the list of actions that Member States and Associated Countries to Horizon Europe are so far undertaking or planning to undertake in support of one or more of the five flagships of the New European Innovation Agenda, including Flagship 3 closely followed by ERRIN. 20 countries have so far reported 169 actions in total, with their scope ranging from regional, through national to European.
Every year ERRIN holds elections for the Management Board. Becoming a member of the Board offers a great opportunity to develop ERRIN further and strategically lead the network’s activities. You can put forward your candidature for this year’s elections until 5 October.
The discussions around the development of the Hydrogen Valleys are gaining momentum with the European Commission's open consultation on the topic. ERRIN submitted an input paper based on its members' needs, challenges, and solutions. This paper outlines how local and regional governments address hydrogen-related challenges and recognises the importance of Hydrogen Valleys as place-based innovation ecosystems bringing together key stakeholders engaged in developing hydrogen solutions.
On 6 September, the European Commission published a matchmaking map showcasing European regions that have so far expressed their interest to become a Regional Innovation Valley (RIV) by applying to the call for Expression of Interest launched in March 2023. The call for EoI is still open for new submissions until 18 September 2023.
All ERRIN members are invited to save the date for the ERRIN Extraordinary General Meeting, which will take place on 16 November 2023 in the ERRIN premises. The meeting is organised to make the necessary changes to the ERRIN Articles of Association and a minimum of 2/3 of the ERRIN members must be represented. Therefore, the engagement of each member is of key importance (participation is possible online for associate members).
The discussions around the future cohesion policy framework post-2027 are gaining momentum with the CoR opinion on the topic currently under consultation. ERRIN submitted written input guided by network members' experiences, kicking off the conversation on the need to explore closer links between cohesion and research & innovation policies. A call is currently open for applications for the selection of members of the Commission Expert Group “Technology Infrastructures" until 20 December 2023. ERRIN is looking for a representative from among the network membership to participate in the group - members are invited to express their interest by 18 December.
On 8 December, the Council of the EU approved conclusions on strengthening the role and impact of research and innovation in policymaking – a priority file for the Spanish Presidency of the Council. A stronger role for local and regional innovation to strengthen competitive R&I is featured in the conclusions as one of the three mutually complementary dimensions.
On 7 December, ERRIN celebrated the network’s achievements in 2023. Following an engaging meeting with leaders of our 15 Working Groups, all ERRIN members were invited to a cocktail reception featuring a keynote from Markus Schulte, Head of Cabinet of Iliana Ivanova, European Commissioner for Innovation, Research, Culture, Education and Youth. The S3 Forum – the first EU-level, in-person gathering on S3 since 2020 – took place on 28-29 November in Barcelona. ERRIN Secretariat joined the event alongside many network members and hundreds of S3 practitioners and experts from across Europe. The days were packed with discussions around perspectives for smart specialisation and interregional collaboration on innovation.
Region Jönköping County is interested in cooperating with actors in other regions within smart specialisation (in general and in their focus areas: Smart industry, manufacturing, Forestry and Wood Industry, Foodstuffs, Tourism, E-commerce and logistics in order to create a network to exchange ideas.
Autumn 2023 marked the start of ERRIN’s targeted reflections on regional dimension in research and innovation in the new EU Multiannual Financial Framework post-2027, relating to the next EU Framework Programme for R&I (FP10) and future cohesion policy.
