Smart Specialisation
The Smart Specialisation Working Group aims to monitor and contribute to key policy developments related to S3 by enhancing dialogue with relevant EU institutions and stakeholders. The goal is to strengthen the regional perspective in the wider smart specialisation agenda and facilitate the interregional cooperation. The WG actively engages in the debate around shaping the cohesion policy post-2027 and the future of S3. It also follows different interregional collaboration instruments for innovation, their state of play and upcoming opportunities.

Partnerships for Regional Innovation: From Pilot to Practice
The two-day event on 30-31 May 2023, organised by Dalarna Region, JRC and CoR will take place in Tällberg, Sweden. Participants will share the lessons learnt from the PRI Pilot Action and take stock of the achievements since its launch in May 2022. Both PRI and non-PRI actors are encouraged to take part. ERRIN Director Pirita Lindholm will moderate one of the sessions.
Online training event for Horizon Europe Cluster 5 applicants
The network of Horizon Europe National Contact Points (NCPs) for Cluster 5 ‘Climate, Energy and Mobility’ – GREENET will organise online training for stakeholders from all types of organisations planning to submit a project application on a topic of the calls opened on May 4, 2023. The online training will take place on 30 May from 13:00-16:30.
Regional Innovation Valleys calls for proposal online info session
On 25 May 2023, EISMEA is organising an online info session about the two Regional Innovation Valleys calls for proposals under the European Innovation Ecosystems part of Horizon Europe and the Interregional Innovation Investments (I3) Instrument, to be launched on 17 May 2023. Insights will be shared about the policy background and the call application process.
Floating Wind Days 2023
Floating Wind Days will take place on 24 and 25 May in Haugesund, Norway. Take a boat trip to see the world’s first floating turbine up close, and of course, meet, mingle and do business with the key people in the industry.
Partners for SMEs: Intermediaries in regional innovation ecosystems
Universities of Applied Sciences Netherlands is hosting an event on 24 May, from 10:00-13:30. In order to achieve an inclusive digital and green transition while ensuring Europe’s competitiveness, partnerships to innovate Europe’s SMEs are key to success. During this event, knowledge institutions will be brought together with public and private stakeholders, to explore how each of us can most effectively extend the EU’s support to SMEs.
EU Missions creating new markets: the crucial role of the triple helix collaboration
The TRAMI project, in collaboration with ERRIN, is organising a Mutual Learning Event exploring the role of industry, academia and public authorities in achieving the objectives of the five EU Missions through triple helix collaboration. This event offers a unique opportunity for industry, public authorities and academia to discuss how to intensify collaboration and joint action toward achieving the ambitious goals defined by the EU Missions. The event will take place on 17 May from 09:00-12:00.

EU Missions: The European Commission publishes its first mid-term review
On 19 July, the European Commission (EC) published a Communication on the assessment of the EU Missions after two years of implementation. The EC details the Missions' successes but also recognises the need to address challenges related to governance, budget, citizens and private sector engagement. The EC also proposes to add a sixth Mission on the New European Bauhaus.
Regional Innovation Scoreboard 2023 published
On 6 July, the Commission released the newest bi-annual Regional Innovation Scoreboard (RIS). The RIS allows for a closer examination of the innovation performance within European regions and the new edition is to be taken as a reference for consortium eligibility in the current Regional Innovation Valleys call for proposals under Horizon Europe. The 2023 edition of the European Innovation Scoreboard (EIS) was also published.
ERRIN Spring AGM 2023 – taking stock of the EU Missions
ERRIN’s Spring Annual General Meeting (AGM) 2023 took place on 22 June this year. As always, it brought together the large and dynamic community of member regions and cities. Following the format part with the update from the network, the main focus was the EU Missions, approached in two policy debates, on the support and implementation frameworks in Adaptation, Ocean and Waters and Soil Missions, and the governance innovation and the perspective on Cities and the Cancer Missions.
Plenary Meeting of the S3 European Hydrogen Valleys Partnership and call for input
On 20 June 2023, ERRIN participated in the Plenary Meeting of the S3 European Hydrogen Valleys Partnership, hosted in the House of the Dutch Provinces in Brussels. In this context, ERRIN with its Energy & Climate Working Group is in the process of producing an input paper building on the work of the S3 Partnership on Hydrogen Valleys and collecting ERRIN’s members’ needs, challenges and solutions.
Local Digital Twins toolbox project launches survey
The European Commission has recently launched a project to “Co-design the Local Digital Twins (LDT) toolbox technical specifications for advancing the transformation of Smart Communities”. To support the design process, they have launched a survey to gather insights. The deadline for the survey is 30 June at 23:59 CEST.

Regional innovation highlighted in Council conclusions on R&I
On 8 December, the Council of the EU approved conclusions on strengthening the role and impact of research and innovation in policymaking – a priority file for the Spanish Presidency of the Council. A stronger role for local and regional innovation to strengthen competitive R&I is featured in the conclusions as one of the three mutually complementary dimensions.

ERRIN end of year reception - 2023 Highlights
On 7 December, ERRIN celebrated the network’s achievements in 2023. Following an engaging meeting with leaders of our 15 Working Groups, all ERRIN members were invited to a cocktail reception featuring a keynote from Markus Schulte, Head of Cabinet of Iliana Ivanova, European Commissioner for Innovation, Research, Culture, Education and Youth. S3 Forum completed!
The S3 Forum – the first EU-level, in-person gathering on S3 since 2020 – took place on 28-29 November in Barcelona. ERRIN Secretariat joined the event alongside many network members and hundreds of S3 practitioners and experts from across Europe. The days were packed with discussions around perspectives for smart specialisation and interregional collaboration on innovation.

Region Jönköping County is interested in cooperating with actors in other regions within smart specialisation (in general and in their focus areas: Smart industry, manufacturing, Forestry and Wood Industry, Foodstuffs, Tourism, E-commerce and logistics in order to create a network to exchange ideas.
