The European Commission has published the Horizon 2020 Evaluation report, highlighting that investment in EU research and innovation greatly pays off.
The final evaluation was drawn on a wide evidence base with over 1,000 interviews with project beneficiaries, national authorities and implementing bodies, as well as surveys of both successful and unsuccessful participants, combines extensive quantitative and qualitative analyses and builds on a large open public consultation with close to 2000 replies.
Horizon 2020 was the European Union's eighth research and innovation funding programme, operating from 2014 to 2020 with a budget of nearly €80 billion. The objectives of Horizon 2020 were to stimulate economic growth, create jobs, foster collaboration in research and innovation, support excellent science and industrial leadership, and tackle societal challenges in Europe.
The publication of the evaluation feeds into the discussion around the next European Framework Programme for R&I post-2027 (FP10). ERRIN launched its targeted reflections on the topic in autumn 2023 and will continue actively engaging in the process.

The Joint Research Centre, in collaboration with the European Committee of the Regions, has published the "Innovation for place-based transformations. ACTIONbook, practices and tools". The ACTIONbook aims to help address complex societal challenges by building upon the PRI Playbook and PRI Pilot in which over 45 ERRIN members participated, and which has been actively supported by the network.
‘Innovation for place-based transformations. ACTIONbook, practices and tools’ consists of three parts:
It aims to identify activities to help reflect on how things can be done differently and make innovation policies part of the collective purpose-driven change necessary to achieve place-based transformations. It takes a user-oriented and operational approach and focuses on how to make policy activities more transformative.

A new Mission Data Platform has recently been launched by TRAMI, the EU-funded project focusing on transnational cooperation on the Mission-approach and effective implementation of the EU Missions.
The Mission Data Platform is an online database which provides an overview of the current status of Mission governance tools for the implementation of the EU Missions on the ground.
The Platform maps:
Accessible through a user-friendly dashboard, the data can be navigated by EU Mission or country. This functionality enables users to gain overviews, make comparisons and engage in targeted networking, thereby fostering the successful implementation of EU Missions and mission-oriented policies.
This tool supports and links with ERRIN's work on multi-level governance in the Cities Mission within the NetZeroCities project. This work, accessible here, includes mapping national and regional support structures for the Cities Mission, analysing innovative governance instruments and approaches and supporting their replication, and facilitating dialogues and collaboration across different levels of government in European countries. The WATERAGRI project is holding an event, Linking water & agriculture: science to policy, a mini-conference. The event will take place on 6 March from 08:30-16:00 and will discuss innovative methods for achieving a positive impact at farm level in the EU, regarding water sustainability in agriculture.
To reach this impact, it is necessary to have a selection of scientifically proven methods that can be applied at different scales and in the different climatic zones of Europe. Secondly, the pathway “research – policy – farming” must be streamlined and when suitable, the possibility to bypass policy should be explored. Both methods and impact are on the agenda of this mini-conference.

To build the ground for ERRIN’s targeted work around the development of the next European Framework Programme for R&I (FP10) in the coming years and to assist members’ undertakings on the topic, the Policy Working Group is organising an internal exchange for network members to discuss the regional activities planned around the FP10, as well as the structuring and focus of ERRIN’s work. The event will serve to raise inspiration, help in potentially coordinating any activities and contribute to shaping the network’s work around the topic.
The event will take place in person at the ERRIN premises on 22 February from 14:30-16:00, with welcome coffee from 14:00. All interested members who would like to take part in a participatory discussion on the topics are welcome to join. You may find the agenda attached.

The development of the next European Framework Programme for R&I (FP10) is ERRIN’s top long-term priority area of focus for the coming years from a strategic policy perspective. 2024 will be crucial for setting a tone for further work on the topic. The ERRIN Secretariat aims to support the members in staying at the forefront of the latest FP10 related developments, offering linked activities and formulating joint network messages and inputs to contribute to the shaping of the new programme. As always, ERRIN will maintain a continuous dialogue with the European Commission and other relevant stakeholders to promote regional and local dimensions in the new programme post-2027.
To strengthen the basis for this upcoming work, we have prepared a short survey for members, asking about your regional work on FP10 and key issues to address. The survey also includes a question related to the participation of your regional representatives in Horizon Europe programme committees, in order to improve intelligence sharing within the network.
The answers to the survey will contribute to shaping ERRIN's work on FP10. Receiving a broad view from across the membership will be key for building the network's position, we therefore encourage all members to answer the survey below. The survey remains continuously open, but we invite you to submit your responses as soon as possible to influence the planning of ERRIN's work.

The Third Forum of the EU Mission on Adaptation to Climate Change will take place on 23 May 2024 under the Belgian Presidency of the Council of the European Union.
The annual forum is a major governance element of the Mission, convening national, regional and local authorities, European institutions, Charter Signatories, and Friends of the Mission. It provides a valuable opportunity to take stock, identify barriers and opportunities, and define the path ahead. The event will showcase regional initiatives on adaptation and enable dialogue between the community of participants.
KEY INFORMATION
The Forum will be a one-day hybrid event with streamlined plenary sessions. Parallel field trips highlighting various adaptation measures in Flanders, Wallonia and Brussels will take place the day before the forum, together with a joint networking event to conclude the day.
