The Smart Specialisation Working Group aims to monitor and contribute to key policy developments related to S3 by enhancing dialogue with relevant EU institutions and stakeholders. The goal is to strengthen the regional perspective in the wider smart specialisation agenda and facilitate the interregional cooperation. The WG actively engages in the debate around shaping the cohesion policy post-2027 and the future of S3. It also follows different interregional collaboration instruments for innovation, their state of play and upcoming opportunities.

In the frame of ERRIN’s focus on the Regional Innovation Valleys call under Horizon Europe (EIE RIV call), the requirement of 50% co-funding emerges as one of the most challenging aspects of the call for prospective applicant regions. The online Policy WG meeting on 29 June aims to discuss this urgent issue to further support network members in applying to the EIE RIV call by 17 October.

The third EUI-Innovative Actions (EUI-IA) Call for Proposals is launched now and will close on 14 October 2024 at 14.00 CEST with an allocated indicative budget of EUR 90 million ERDF. Each project can receive up to a maximum of 5 million EUR ERDF co-financing and project implementation should take place within a maximum period of 3.5 years.
The European Urban Initiative (EUI) has launched a forward-looking survey to gather vital insights from urban practitioners and policymakers across Europe. This survey, hosted on Portico, aims to identify key trends, challenges, knowledge gaps and support needs in European sustainable urban development. The survey will be open from 6 June until 12 July.
A new EU Preparatory Action (PA) on innovation for place-based transformations was publicly announced for the first time by the JRC of the European Commission during the ERRIN S3 Working Group meeting on 25 June. The challenge-oriented PA will offer several opportunities for regional engagement and will be based on the experience of Partnerships for Regional Innovation (PRI), with a call for EoI expected to launch in October 2024.

On 19 June, the Commission announced the 151 regions identified as Regional Innovation Valleys following the call for EoI and calls for proposals in 2023. 73 successful regions come from ERRIN members. RIVs will aim to strengthen the regional innovation ecosystems, bridge the innovation gap and improve Europe's overall innovation performance. New calls for proposals under Horizon Europe are expected in 2025.
CHARTER, the European Cultural Heritage Skills Alliance funded by Erasmus+, has released a new report showcasing findings and conclusions from six regional case studies conducted by ERRIN members in the Basque Country (Spain), Sibiu (Romania), Bremen (Germany), Alentejo (Portugal), Tuscany (Italy), and Västra Götaland (Sweden) in 2021-2023. On 6 September, the European Commission published a matchmaking map showcasing European regions that have so far expressed their interest to become a Regional Innovation Valley (RIV) by applying to the call for Expression of Interest launched in March 2023. The call for EoI is still open for new submissions until 18 September 2023.
All ERRIN members are invited to save the date for the ERRIN Extraordinary General Meeting, which will take place on 16 November 2023 in the ERRIN premises. The meeting is organised to make the necessary changes to the ERRIN Articles of Association and a minimum of 2/3 of the ERRIN members must be represented. Therefore, the engagement of each member is of key importance (participation is possible online for associate members).
The European Commission's Open Source Observatory (OSOR) has opened the applications for the EU Public Services Open Source Achievement Awards. The awards will honour exceptional open source solutions and initiatives developed for European public administrations.
The discussions around the future cohesion policy framework post-2027 are gaining momentum with the CoR opinion on the topic currently under consultation. ERRIN submitted written input guided by network members' experiences, kicking off the conversation on the need to explore closer links between cohesion and research & innovation policies. On 19 July, the European Commission (EC) published a Communication on the assessment of the EU Missions after two years of implementation. The EC details the Missions' successes but also recognises the need to address challenges related to governance, budget, citizens and private sector engagement. The EC also proposes to add a sixth Mission on the New European Bauhaus.
Following the conclusion of the first Partnerships for Regional Innovation (PRI) Pilot in June this year, the JRC is currently drafting PRI Playbook 2 and preparing a list of practices from the PRI territories. ERRIN members who participated in the PRI Pilot and would like to showcase their experiences are encouraged to express their interest by 8 August.
