Smart Specialisation
The Smart Specialisation Working Group aims to monitor and contribute to key policy developments related to S3 by enhancing dialogue with relevant EU institutions and stakeholders. The goal is to strengthen the regional perspective in the wider smart specialisation agenda and facilitate the interregional cooperation. The WG actively engages in the debate around shaping the cohesion policy post-2027 and the future of S3. It also follows different interregional collaboration instruments for innovation, their state of play and upcoming opportunities.

ERRIN Extraordinary General Meeting
The ERRIN Extraordinary General Meeting will take place on 16 November 2023 from 14:00-16:00 CET in the ERRIN premises, with participation possible online. This Meeting is organised to make the necessary changes to the ERRIN Articles of Association following requirements by the new code for Belgian companies and associations. A minimum of 2/3 of the ERRIN members must be represented at the Meeting, and therefore engagement of each member is of crucial importance.
ICT WG Meeting - Digital and cybersecurity skills
The next ICT WG meeting on 15 November will be an opportunity to discuss and exchange good practices regarding digital and cybersecurity skills with representatives from the European Commission and different initiatives implemented in the field.
Annual Research Conference 2023
The Annual Research Conference 2023 will be held on 13-15 November in Brussels. The fully hybrid event is the European Commission’s flagship research forum bringing together leading researchers working on economic policy design at European and national levels. ERRIN Director Pirita Lindholm will speak in a session on Institutions and Innovation on 15 November.
Smart Specialisation WG meeting: Interregional collaboration instruments to boost innovation: taking stock & next steps
Within the complex landscape of interregional collaboration instruments, this S3 WG meeting will focus on selected four: Thematic S3 Partnerships, I3 Instrument, PRI and RIVs. The aim is to facilitate potential engagement of interested ERRIN members by taking stock and systematising understanding, opportunities and next steps of each initiative. Practical experiences as well as hands-on insights including encountered challenges and benefits, will also be shared. The event will take place on 9 November from 10:15-12:00 in person at ERRIN premises, with welcome coffee from 10:00.
Living-in.EU: Monitoring and Measuring Subgroup meeting #3 - Presentation of LORDIMAS
The Monitoring and Measuring subgroup of Living-in.EU is organising its third meeting in 2023 on 27 October 2023, from 10:30 to 12:00 (CEST). LORDIMAS, a digital maturity assessment, will be presented to Living-in.EU signatories and other interested cities and regions.

The Forward-Looking Survey - European Urban Initiative
The European Urban Initiative (EUI) has launched a forward-looking survey to gather vital insights from urban practitioners and policymakers across Europe. This survey, hosted on Portico, aims to identify key trends, challenges, knowledge gaps and support needs in European sustainable urban development. The survey will be open from 6 June until 12 July.
Third Call for Proposals EUI - Innovative Actions
The third EUI-Innovative Actions (EUI-IA) Call for Proposals is launched now and will close on 14 October 2024 at 14.00 CEST with an allocated indicative budget of EUR 90 million ERDF. Each project can receive up to a maximum of 5 million EUR ERDF co-financing and project implementation should take place within a maximum period of 3.5 years.
New EU Preparatory Action on innovation for place-based transformations
A new EU Preparatory Action (PA) on innovation for place-based transformations was publicly announced for the first time by the JRC of the European Commission during the ERRIN S3 Working Group meeting on 25 June. The challenge-oriented PA will offer several opportunities for regional engagement and will be based on the experience of Partnerships for Regional Innovation (PRI), with a call for EoI expected to launch in October 2024.
ERRIN two-pager for European decision-makers
ERRIN is pleased to share a two-pager for the incoming European decision-makers, aiming to present the network and our value to the new MEPs, raising a voice for the importance of place-based R&I in the changing landscape. We encourage all ERRIN members to share the document with their MEPs to introduce ERRIN and the value of place-based R&I.
Over 70 ERRIN member regions announced as Regional Innovation Valleys
On 19 June, the Commission announced the 151 regions identified as Regional Innovation Valleys following the call for EoI and calls for proposals in 2023. 73 successful regions come from ERRIN members. RIVs will aim to strengthen the regional innovation ecosystems, bridge the innovation gap and improve Europe's overall innovation performance. New calls for proposals under Horizon Europe are expected in 2025.
How is cultural heritage integrated into regional development? CHARTER Alliance publishes new report on six regional case studies conducted by ERRIN
CHARTER, the European Cultural Heritage Skills Alliance funded by Erasmus+, has released a new report showcasing findings and conclusions from six regional case studies conducted by ERRIN members in the Basque Country (Spain), Sibiu (Romania), Bremen (Germany), Alentejo (Portugal), Tuscany (Italy), and Västra Götaland (Sweden) in 2021-2023. The report synthesises how skills for cultural heritage are integrated into regional development policies and strategies, examining sector-integrated dynamics within these regional ecosystems. ERRIN contribution to the European roadmap for Hydrogen Valleys
The discussions around the development of the Hydrogen Valleys are gaining momentum with the European Commission's open consultation on the topic. ERRIN submitted an input paper based on its members' needs, challenges, and solutions. This paper outlines how local and regional governments address hydrogen-related challenges and recognises the importance of Hydrogen Valleys as place-based innovation ecosystems bringing together key stakeholders engaged in developing hydrogen solutions.

All ERRIN members are invited to save the date for the ERRIN Extraordinary General Meeting, which will take place on 16 November 2023 in the ERRIN premises. ERRIN contribution to the CoR opinion on “The future of cohesion policy post-2027”
The discussions around the future cohesion policy framework post-2027 are gaining momentum with the CoR opinion on the topic currently under consultation. ERRIN submitted written input guided by network members' experiences, kicking off the conversation on the need to explore closer links between cohesion and research & innovation policies. EU Missions: The European Commission publishes its first mid-term review
On 19 July, the European Commission (EC) published a Communication on the assessment of the EU Missions after two years of implementation. The EC details the Missions' successes but also recognises the need to address challenges related to governance, budget, citizens and private sector engagement. The EC also proposes to add a sixth Mission on the New European Bauhaus.

Call for PRI territories to showcase good/learning practices
Following the conclusion of the first Partnerships for Regional Innovation (PRI) Pilot in June this year, the JRC is currently drafting PRI Playbook 2 and preparing a list of practices from the PRI territories. ERRIN members who participated in the PRI Pilot and would like to showcase their experiences are encouraged to express their interest by 8 August.
