The Smart Specialisation Working Group aims to monitor and contribute to key policy developments related to S3 by enhancing dialogue with relevant EU institutions and stakeholders. The goal is to strengthen the regional perspective in the wider smart specialisation agenda and facilitate the interregional cooperation. The WG actively engages in the debate around shaping the cohesion policy post-2027 and the future of S3. It also follows different interregional collaboration instruments for innovation, their state of play and upcoming opportunities.

The ERRIN Extraordinary General Meeting will take place on 16 November 2023 from 14:00-16:00 CET in the ERRIN premises, with participation possible online. This Meeting is organised to make the necessary changes to the ERRIN Articles of Association following requirements by the new code for Belgian companies and associations. A minimum of 2/3 of the ERRIN members must be represented at the Meeting, and therefore engagement of each member is of crucial importance.
The next ICT WG meeting on 15 November will be an opportunity to discuss and exchange good practices regarding digital and cybersecurity skills with representatives from the European Commission and different initiatives implemented in the field.
The Annual Research Conference 2023 will be held on 13-15 November in Brussels. The fully hybrid event is the European Commission’s flagship research forum bringing together leading researchers working on economic policy design at European and national levels. Within the complex landscape of interregional collaboration instruments, this S3 WG meeting will focus on selected four: Thematic S3 Partnerships, I3 Instrument, PRI and RIVs. The ERA FABRIC project, which aims to define the ERA Hubs concept across Europe, launched a survey for regional stakeholders to identify the most recurrent characteristics and parameters of excellence of European knowledge ecosystems. The Joint Research Centre, in collaboration with the European Committee of the Regions, has published the "Innovation for place-based transformations. ACTIONbook, practices and tools". The ACTIONbook builds upon the PRI Playbook and PRI Pilot experience to help address complex challenges.

To shape ERRIN's work on the topic, we encourage all members to fill in a survey about their regional work on FP10 and key issues to address. A call is currently open for applications for the selection of members of the Commission Expert Group “Technology Infrastructures" until 20 December 2023. ERRIN is looking for a representative from among the network membership to participate in the group - members are invited to express their interest by 18 December.
On 8 December, the Council of the EU approved conclusions on strengthening the role and impact of research and innovation in policymaking – a priority file for the Spanish Presidency of the Council. A stronger role for local and regional innovation to strengthen competitive R&I is featured in the conclusions as one of the three mutually complementary dimensions.
On 7 December, ERRIN celebrated the network’s achievements in 2023. Following an engaging meeting with leaders of our 15 Working Groups, all ERRIN members were invited to a cocktail reception featuring a keynote from Markus Schulte, Head of Cabinet of Iliana Ivanova, European Commissioner for Innovation, Research, Culture, Education and Youth.
