  • Industrial Digitalisation and Smart Machines: Strong history in manufacturing and engineering. The strategy aims to build on this by incorporating modern industrial digitalisation and automation. Key areas include smart machines, robotics, and artificial intelligence (AI).
  • Health Technology and Well-being: Health and well-being technology: Universities and research institutions collaborate to drive innovations in biomedical technologies, digital health services, and medical devices.
  • Smart City Development: Tampere plays a leading role in developing smart city solutions. This includes energy-efficient systems, digitalised transportation, and innovative urban planning models. The city has been involved in several smart city pilot projects, testing new technologies and approaches to meet future urban needs.
  • Sustainability and Circular Economy: Sustainable development and the circular economy are essential components of the strategy. Tampere aims to develop low-carbon solutions and environmentally friendly technologies, including efficient resource use, waste management innovations, energy recycling, and material reuse. Defence industry and R&D play a significant role.
  • Goals and Impact: The goal of Tampere’s Smart Specialisation Strategy is to boost regional competitiveness, attract international investment, and create new jobs. It also aims to foster stronger collaboration between local businesses, research institutions, and the public sector.

New report: Circular Cities and Regions Pilot Solutions: Insights, impacts, and replication paths

From 2023 until 2025, the Circular Cities and Regions Initiative has supported 12 European cities and regions to test what it really takes to turn circular economy ambition into practical, local and systemic solutions. Their examples in developing Circular Systemic Solutions (CSS) across various sectors and focus priorities, form the foundation of this booklet. This compilation brings together the insights and solutions developed through the CCRI Pilot programme between January 2023 and October 2025. It highlights not only what the Pilots achieved, but how they did it: the partnerships they built, the barriers they faced, the tools they used and developed, and the lessons that can help others accelerate their own transitions.
