The Policy Working Group works closely with the Management Board and the leaders of the other WGs to position ERRIN on cross-cutting policy issues. The WG follows closely overall research and innovation policy, in particular the Horizon Europe framework programme, from an overarching perspective and ensuring coordination of horizontal programme aspects. The WG also focuses on the preparations to the next framework programme (FP10), implementation of the European Research Area (ERA) as the renewed policy framework and agenda for research and innovation, as well as on the New European Innovation Agenda, especially strengthening ecosystems and the “Regional Innovation Valleys” initiative.

The ERRIN Extraordinary General Meeting will take place on 16 November 2023 from 14:00-16:00 CET in the ERRIN premises, with participation possible online. This Meeting is organised to make the necessary changes to the ERRIN Articles of Association following requirements by the new code for Belgian companies and associations. A minimum of 2/3 of the ERRIN members must be represented at the Meeting, and therefore engagement of each member is of crucial importance.
The Annual Research Conference 2023 will be held on 13-15 November in Brussels. The fully hybrid event is the European Commission’s flagship research forum bringing together leading researchers working on economic policy design at European and national levels. ERRIN Director Pirita Lindholm will speak in a session on Institutions and Innovation on 15 November.
Within the complex landscape of interregional collaboration instruments, this S3 WG meeting will focus on selected four: Thematic S3 Partnerships, I3 Instrument, PRI and RIVs. The aim is to facilitate potential engagement of interested ERRIN members by taking stock and systematising understanding, opportunities and next steps of each initiative. Practical experiences as well as hands-on insights including encountered challenges and benefits, will also be shared. A European Commission representative will join the event to present the latest insights and discuss with members. We will also explore how ERRIN could best contribute to the ongoing work.
The Responsible Research and Innovation in Territories Leaders (RRI-LEADERS) project is holding its final policy conference on 19 October from 08:30-20:30 in Brussels. On 6 September, the European Commission published a matchmaking map showcasing European regions that have so far expressed their interest to become a Regional Innovation Valley (RIV) by applying to the call for Expression of Interest launched in March 2023. The call for EoI is still open for new submissions until 18 September 2023.
The discussions around the development of the Hydrogen Valleys are gaining momentum with the European Commission's open consultation on the topic. ERRIN submitted an input paper based on its members' needs, challenges, and solutions. This paper outlines how local and regional governments address hydrogen-related challenges and recognises the importance of Hydrogen Valleys as place-based innovation ecosystems bringing together key stakeholders engaged in developing hydrogen solutions.

The discussions around the future cohesion policy framework post-2027 are gaining momentum with the CoR opinion on the topic currently under consultation. ERRIN submitted written input guided by network members' experiences, kicking off the conversation on the need to explore closer links between cohesion and research & innovation policies. The Spanish Presidency of the Council of the EU kicked off on 1 July 2023. One month into the term, following the Informal ministerial meeting on competitiveness (research) on 27-28 July, we take a closer look at the developments regarding priorities in the field of research and innovation from a regional and local perspective.
On 19 July 2023, the European Commission published a call for evidence to collect further input from multiple stakeholders for a European roadmap for Hydrogen Valleys. This roadmap will outline the strategic priorities and actions needed to reach the REPowerEU objective of doubling the number of Hydrogen Valleys in the EU by 2025. The Energy and Climate Change WG and Policy WG are working on an input paper for this call. The deadline for direct submission to the Commission is 16 August.
The European Committee of the Regions and the European Commission DG RTD held on 22 June in Brussels the first Knowledge Exchange Platform (KEP) event of the year, focusing on the way ahead for building synergies for successful green and digital transitions. ERRIN Director Pirita Lindholm moderated the panel discussion on ‘ongoing and future strategies and initiatives’.
From 19-21 October in Brno, the ICRI 2022: International Conference on Research Infrastructures will take place. As the ICRI 2022 onsite attendance is by invitation only, ERRIN invites network members who would like to participate in the conference in person to send an email with an expression of interest by 11 July 2022.
