Policy
The Policy Working Group works closely with the Management Board and the leaders of the other WGs to position ERRIN on cross-cutting policy issues. The WG follows closely overall research and innovation policy, in particular the Horizon Europe framework programme, from an overarching perspective and ensuring coordination of horizontal programme aspects. The WG also focuses on the preparations to the next framework programme (FP10), implementation of the European Research Area (ERA) as the renewed policy framework and agenda for research and innovation, as well as on the New European Innovation Agenda, especially strengthening ecosystems and the “Regional Innovation Valleys” initiative.

European Partnership Stakeholder Forum 2023
Commission's DG R&I, with the support of ERA-LEARN, is organising the second edition of the Partnership Stakeholder Forum in Brussels. The event will bring together the whole community of European Partnership stakeholders to discuss policy and practical aspects related to European Partnerships.
Monitoring SDGs in EU regions: Filling the data gaps
Local actions and strategies are essential to implementing the United Nations’ Sustainable Development Agenda. On 5 December, the final event of the pilot project “REGIONS2030: Monitoring the SDGs in the EU regions - Filling the data gaps” will take place, with 10 European regions presenting a shared system to monitor the Sustainable Development Goals regionally.
S3 Forum
The Smart Specialisation (S3) Forum 2023 is the second in a series of events that the European Commission’s DG REGIO, with the support of the Generalitat de Catalunya and the S3 Community of Practice Secretariat, is organising for S3 stakeholders from across EU regions. This bottom-up region-centric event will take place on 28 November 2023 in Barcelona. Register until 13 November 2023.

Publication of the call for evidence to REpowering the EU with Hydrogen Valleys
On 19 July 2023, the European Commission published a call for evidence to collect further input from multiple stakeholders for a European roadmap for Hydrogen Valleys. This roadmap will outline the strategic priorities and actions needed to reach the REPowerEU objective of doubling the number of Hydrogen Valleys in the EU by 2025. The Energy and Climate Change WG and Policy WG are working on an input paper for this call. The deadline for direct submission to the Commission is 16 August.
EU Missions: The European Commission publishes its first mid-term review
On 19 July, the European Commission (EC) published a Communication on the assessment of the EU Missions after two years of implementation. The EC details the Missions' successes but also recognises the need to address challenges related to governance, budget, citizens and private sector engagement. The EC also proposes to add a sixth Mission on the New European Bauhaus.
European Commission launches the Harnessing Talent Platform- Call for Working Group Participation
Deadline extended until 22 September! The European Commission has just launched the Harnessing Talent Platform (HTP), a centralised online hub providing relevant information, knowledge, and assistance to help EU regions dealing with demographic challenges to attract, develop and retain talent. A call is now open for stakeholders to join 4 Working Groups on Digital, Health, Research & Innovation and Territorial themes.
Regional Innovation Scoreboard 2023 published
On 6 July, the Commission released the newest bi-annual Regional Innovation Scoreboard (RIS). The RIS allows for a closer examination of the innovation performance within European regions and the new edition is to be taken as a reference for consortium eligibility in the current Regional Innovation Valleys call for proposals under Horizon Europe. The 2023 edition of the European Innovation Scoreboard (EIS) was also published.
ERRIN Spring AGM 2023 – taking stock of the EU Missions
ERRIN’s Spring Annual General Meeting (AGM) 2023 took place on 22 June this year. As always, it brought together the large and dynamic community of member regions and cities. Following the format part with the update from the network, the main focus was the EU Missions, approached in two policy debates, on the support and implementation frameworks in Adaptation, Ocean and Waters and Soil Missions, and the governance innovation and the perspective on Cities and the Cancer Missions.
Plenary Meeting of the S3 European Hydrogen Valleys Partnership and call for input
On 20 June 2023, ERRIN participated in the Plenary Meeting of the S3 European Hydrogen Valleys Partnership, hosted in the House of the Dutch Provinces in Brussels. In this context, ERRIN with its Energy & Climate Working Group is in the process of producing an input paper building on the work of the S3 Partnership on Hydrogen Valleys and collecting ERRIN’s members’ needs, challenges and solutions.

European Innovation Ecosystems and ERA Hubs: call for interest
ERRIN is launching a survey aimed at gathering views from the network’s stakeholders on how the notions of ecosystems can be rolled-out in practice, and how their interconnectedness can pilot the ERA Hub concept. The survey will help us identify regions interested to join the next HE call on Interconnected Innovation Ecosystems.
