Multi-Stakeholder Dialogue: CCRI Policy recommendations in view of the Circular Economy Act
On 12 February 2026, the Circular Cities and Regions Initiative (CCRI) is organising an hybrid multi-stakeholder dialogue in view of collecting inputs for the Circular Economy Act which is expected to be published in the third quarter of 2026.
You will learn about the draft CCRI Policy recommendations which build on evidence collected by the CCRI Coordination and Support Office during the 2022-2025 period. The dialogue will focus particularly on six topics:
circular public procurement,
EPR schemes,
the revision of End-of-Waste criteria,
product-specific recycled content mandates,
the recycling of WEEE and
transnational and regional initiatives.
This dialogue aims to collect feedback from local and regional stakeholders on the proposed recommendations. The outcome of the meeting will feed into the preparations for the Circular Economy Act. We therefore encourage ERRIN members to engage in this important dialogue, offering the opportunity to shape the circular future for cities and regions across Europe.
We encourage ERRIN members who have successfully tested and implemented local innovative practices with scaling-up potential on the topics referenced to share them during the dialogue.
In-person and online participation - Registration
This hybrid dialogue will take place on Thursday 12 February, from 14:00 to 16:00. All participants need to register here.
The in-person meeting will be hosted by the European Commission at the Borschette building located at Rue Froissart 36, 1040 Etterbeek/Brussels, Belgium. Please note that registrations for in-person attendance will be closed on 4 February (noon). After the aforementioned deadline, registrations for in-person attendance will no longer be possible, and online participation will be allowed.
Additionally, the draft recommendations report (covering the first 4 topics) can be found attached (please note you need to be logged in to access the document). A second version will also include the recommendations on recycling of WEEE and transnational and regional initiatives, and will be available closer to the date. ERRIN members who are unavailable to attend on the day can share their inputs ahead of the meeting with astrid.hannes@errin.eu.
More about ERRIN's role in the CCRI
ERRIN is part of the Coordination and Support Office of the Circular Cities and Regions Initiative (2022-2026), leading stakeholder dialogues to collect inputs from cities and regions and their local stakeholders on support needs, challenges and R&I Gaps hindering the circular transition at the local level. You can learn more about ERRIN's role in the Circular Cities and Regions Initiative here.
The second phase of the Circular Cities and Regions Initiative will run from approximately mid-2026 until 2029 and start as soon as the European Commission has contracted a new Coordination and Support Office (tender procedure ongoing).
The topic of circular economy is closely monitored by ERRIN's Bioeconomy Working Group, which will organise a meeting in the autumn of 2026 to inform the membership about the Circular Economy Act. During this meeting, you will also learn about forthcoming opportunities for members of the second phase of the CCRI, which will include - among others - the launch of a call for new cities and regions to get involved for receiving expert support to implement a circular systemic solution locally, replication opportunities, capacity building and peer learning programmes, and tailored investment advice to mature circular investment projects.
